POSITION SUMMARY:
Manager Capital Operational Buying is a critical change management NUSA network position, with functional and management responsibility for all purchasing activities related to capital equipment and construction services. This role will directly support execution of Corporate Engineering capital projects, reporting to the Sr. Director of Engineering, Capital Project Management.  The primary focus is the management of the Capital Purchase Order Life Cycle: vendor management through purchase order close out by acting as a business partner to capital project teams to ensure compliance and first-time right purchase orders. This role will serve as the end-to-end connector for the full CAPITAL Procure to Pay process stream and ensure compliance with North American Procurement Policies and Best Practices.  

 

In addition, this role has responsibility for the leadership and value proposition of the Capital Purchasing Center of Excellence, a cross functional collaboration bringing together capital operational buyers and core functional partners to support capital purchasing execution and compliance (EFCA 10) at the factories.  This Center of Excellence will drive continuous improvement initiatives that reduce complexity, increase speed, while managing risk for NUSA’s capital purchases by utilizing a strong network of Procure To Pay functional partners (Legal, Risk, Accounts Payable, Nestrade, Finance, Safety, etc) and serve as a point of escalation for a broad capital operational buyer and project engineer network. 

 

PRIMARY RESPONSIBILITIES:

 

ENABLING RESULTS THROUGH OTHERS
•    Oversee the purchasing coordination of all CAPITAL equipment, and services for Corporate Engineering to ensure consistent CAPITAL Purchase Order management, including workload assessments and resource assignment of 4 capital operational buyers.
•    In conjunction with Capital Finance, develop and implement tools and reporting to ensure Goods Receipts are processed timely and in accordance with NAS.
•    Support timely and correct purchase order closure in compliance with fixed asset capitalization guidelines.  
•    Support cash flow forecasting by developing and implementing standard work routines and analysis to Project Managers
•    Own and Govern the Perfect Capital Purchase Order Guidance
•    Audit and maintain compliance of required documentation for Perfect PO compliance.
•    Ensure capital engineers are compliant with all Nestle Procurement Policies and perform periodic audits of processes.  
•    Advise and support any Nestle legal requests related to supplier performance / claims issues
•    Review invoices and collaborate with suppliers to align with payment application submissions with contractual terms and conditions (pay terms, Lien wavers, shorn statements, perfect invoice formats. (Lien wavers, shorn statements)
•    Ensure Suppliers are up to date with Insurance and Safety requirements via ISN.
    
MANAGE FOR RESULTS
•    Review and approve Vendor Management System requests for vendor master data changes, identify risks, improvements, and coordinate with Technical S&IM Procurement team
•    Ensure payments to the right vendors, the right amounts, at the right time to maintain Nestle image and reputation and foster on time delivery of equipment and services.  Serve as point of escalation for Factory teams or Technical Procurement Category Managers for problem resolution.
•    Govern Capital Purchase Order Approval Standard, inclusive of purchase groups workflows and CAPEX ENGINEERING approval role assignments.  

 

INFLUENCE WITHOUT AUTHORITY
•    Identify, implement, & facilitate sharing of best practices related to the above across Factories in NUSA
•    Facilitate team and functional meetings to drive decision making, information sharing and consensus building in support of an optimized CAPEX Administrative spending.
•    Manage the Capital Purchasing Center of Excellence for knowledge sharing and implement continuous improvement activities. 
•    Maintain and grow a strong Procure to Pay Cross Functional Network to drive end to end awareness that improves efficiency and reduces complexity.
•    Support Capital Project Management Office with any special projects.

 

GROW TALENT & TEAM
•    Develop and hire resources to execute all of the above across NUSA
•    Collaborate with Purina & Nestle Health Science, and benchmark 3rd parties for optimized Operational Buyer 

 

REQUIREMENTS AND MINIMUM EDUCATION LEVEL:

  • Bachelor’s degree required.  Preferred in business area such as Finance or another analytical field.
  • 2+ years successful management and people development experiences strongly preferred.

 

EXPERIENCE:

  • Minimum 5+ years finance or purchasing experience in operations, manufacturing, or supply chain required.
  • 2+ years of experience in cross functional stakeholder management

  • Excellent Communication (must be able to break down complex issues/processes for executives and non-subject matter experts)
