POSITION SUMMARY:
The Functional Development Program Manager leads the strategy, execution, and continuous improvement of the Apprenticeship and Co-op programs across NUSA Factories, Distribution Centers, and Corporate Offices. This role is responsible for evaluating the health and effectiveness of existing programs and identifying opportunities to launch new initiatives that address talent pipeline gaps and functional upskilling opportunities. Acting as a strategic partner, the Program Manager collaborates closely with the HR leaders and functional stakeholders to ensure alignment with workforce needs—particularly for our specialized functions and positions. This role also provides consultative support to functional leaders and HRBPs with holistic programmatic solutions for talent pipeline and upskilling needs. You’ll connect with Program Managers across One Operations (T&P, Supply Chain, and Procurement), ensuring consistency and quality of all functional development programs, and collaborate on curriculum development and deployment. Key responsibilities include defining metrics of success, monitoring program impact, and driving continuous improvement to build a robust and sustainable talent pipeline.
PRIMARY RESPONSIBILITIES:
Apprenticeship Program Management
- Lead end-to-end management of Apprenticeship programs across One Operations.
- Develop, register, and implement programs in partnership with internal and external stakeholders.
- Build and maintain talent pipelines through schools, colleges, and community partnerships.
- Collaborate with HRBPs and recruiting to design and execute apprentice recruitment strategies.
- Ensure program visibility, compliance, and reporting across all sites.
- Manage program budget and drive ROI through strategic planning, standardization, and expansion into new roles (as applicable).
- Guide content development with SMEs and training professionals, aligning with DOL standards.
- Maintain relationships with the Department of Labor and other regulatory bodies.
- Promote program visibility through initiatives like National Apprenticeship Week.
- Oversee change management and continuous improvement of local apprenticeship programs.
Co-op Program Management
- Lead the program management of the current Engineering Co-op programs across NUSA T&P/SC.
- Evaluate current program health and effectiveness and drive continuous improvement efforts to ensure programs are achieving intended ROI.
- Builds relationships with TPLT/SC, functional stakeholders, and HRBPs to understand talent needs and program expectations for functional specific development. Complete an annual talent review to determine the number of hires needed for pipelining.
- Collaborate with recruiting to build relationships with universities near our sites. Lead annual recruiting efforts to fill open positions.
- Work with site leadership teams to ensure co-ops are developed according to program defined learning objectives.
- Complete end-of-term assessments and determine post-program roles for hire.
- Establish and track program success measures and KPIs for sites and functions to ensure the program is on track, meeting objectives, and achieving milestones
Functional Capability Building and Gap Assessment
- Support Functional teams across One Operations on existing program health check, ensuring all programs have robust learning objectives and success criteria.
- Build relationships with TPLT/SC, functional stakeholders, and HRBPs to understand capability gaps opportunities and pipeline needs.
- Identifies program and talent needs through strategic workforce planning in collaboration with functional leaders
REQUIREMENTS AND MINIMUM EDUCATION LEVEL:
- Bachelors’ Degree or equivalent combination of education and experience required
- Experience in project/ program management required
- Learning & development and/or instructional design experience preferred
- Ability to work with various stakeholders, including senior leaders, site leaders, and frontline employees across multiple locations to achieve one unified result
- Ability to influence and drive change in direction, utilizing data and insights and effectiveness measures
- Ability to travel as needed (up to 30%)
SKILLS:
- Excellent project management skills, with experience in organizing, planning, and executing large-scale projects from vision through implementation
- Strong written & verbal communications skills; able to express complex concepts in simplified terms
- Strong collaboration skills, including aptitude for working with people at all organizational levels
- Flexibility and adaptability to the demands and requirements of a fast-paced environment with multiple priorities; ability to work on multiple projects and assignments simultaneously
- Strong financial aptitude in managing budgets and performing cost/benefit analysis
- Strong creative thinking skills with emphasis on developing innovative solutions to complex problems that may not have one clear answer. The ability to identify alternatives and temporary solutions
- Strong analytical aptitude with a proven ability to analyze/interpret functional and technical details
- Ability to lead teams and coach team members in a matrix organization without a formal direct reporting relationship to drive for timely results and high-quality deliverables
- Ability to set clear expectations and hold cross-functional teams accountable to all deliverables
